I was compelled, through force of circumstances, to bring my sons back, temporarily, to the Colony. When my total personal emoluments were greatly reduced through the allowance I used to draw for Praya Reclamation work having ceased, and when I applied for an increase of salary twice and was refused both times, I saw no other alternative but to bring my sons back and let them finish their education in Hongkong, until circumstances would permit of my sending them back again to Europe.
Apart from the expenses I have to incur on their account, I beg leave to point out that I have established my domicile in Europe and have no intention of abandoning it. I have proved that I have connections with a gold-using country, involving to a serious extent the question of exchange.
My nearest relatives both on my father's and my mother's side are in Europe, and in my letter to the Secretary of State, I expressed my intention upon retirement from the Service to reside permanently in Europe, which I look upon as my home. I have spent all my vacation and half-pay leave in Europe, and it is my intention, whenever circumstances will permit, to go to Europe.
I respectfully submit, therefore, that a great hardship would be entailed upon me and my family should the Exchange Compensation which I am at present drawing be withheld from me.
